1) Develop a payment plan with their tenants with payments extended for a reasonable amount of time for the tenants to be successful and stay in their homes, perhaps at least a year to be able to repay all past due rent;

2) Forgive past due rent;

3) Do not apply late fees to any rent from March 2020 until COVID ends;

4) Do not raise rent in 2021;

5) Eviction takes time and costs money; it is a legal process that can be extended for weeks or even months, requiring multiple appearances by a landlord in court; it is also expensive, as many landlords hire legal counsel and, even with an eviction, must find a new tenant.
